Vintage Crouse Hinds Utility / Traffic Signal light Control Box Station on Stand

An old Couse Hinds box. Unsure if this is a traffic control box or some other kind of utility. Pencil writing on inside door lid talks about shut offs.

You get the box shown, please use your own judgement as to what its original function was. Estate item, it does show soiling and wear. Some rust and paint flaking off, and repaint.

Has the door latch taken off, no key. I used pliers to turn it to open it the first time, took the latch off as it is easier to open if need be. Pole looks like it was cut down some.
